4Creeks provided comprehensive engineering design services for Eagle Mountain Casino located on a 40-acre site west of the Porterville airport. Working closely with the architect, consultants, and contractors, our team helped deliver a fully coordinated site plan that met client needs while offering value engineering recommendations throughout the project. Key design elements included a balanced grading plan to eliminate the need for soil import/export and protect the building from potential flooding. With the site lacking space for a single large stormwater basin, we developed interconnected retention areas with an overflow system. Utility design included fire, domestic, and recycled water, as well as sewer—planned to tie into existing infrastructure and support a future hotel phase. The project also triggered off-site improvements, including design and conveyance planning for a 200-acre-foot basin in coordination with the City of Porterville.
